Loc'd Rootz was founded by Penny Worth, who started the salon with limited funds and no previous business experience. The salon describes itself as Bartow's premier loc and natural hair care salon, and says its techniques have been developed over time through experience with natural hair.

The salon aims to give each client a stronger sense of self, confidence, and personal style. Sisterlocks is a natural hair management system that creates small, styleable locks without extensions, heat, or added products, and it can be done on relaxed hair, though the transition takes longer. A first Sisterlocks installation takes about eight to twelve hours for medium-length hair and can run longer. The salon recommends seeing a consultant two to three times a year for upkeep, and offers a Sisterlocks Retightening Class that teaches clients to maintain their own locks. It advises against attempting an installation at home. Loc'd Rootz Academy offers an 8-hour hands-on course for people who want to start or grow a loc business. It covers microloc establishments, maintenance and aftercare, natural hair types and patterns, proper tool use, and density, and includes loc tools and mock consultation training. The salon also hosts Unlocked Conversations, a women's group that meets in circles to talk about topics that matter to its members.
