Locked By Cece operates from two locations, Lakewood and Sacramento, California. Owner Cece has more than 20 years of experience in hair care. She stepped back from taking hair clients about five years ago and has since returned to working with clients, and the business is taking new and transfer clients.

Sisterlocks installs start at $2,000 for the first four inches of hair. Each additional inch adds $100, and high density adds $200, with final pricing depending on density and thickness. A consultation comes before any Sisterlocks install. An in-person consultation costs $100, which is a non-refundable deposit applied to the install, and a video consultation costs $25 for 30 minutes. Consultations require clean hair that has been shampooed and blown dry, and an in-person consultation stays valid for 45 days.

Microlocs installs are offered in Two-Strand Twist, Braided and Interlocking styles, starting at $1,450, $1,550 and $1,650 respectively. Microlocs bookings are made by texting the salon, and a consultation is also required before a Microlocs install. Shampoo without extensions costs $15 for 15 minutes.

Retie appointments serve locks at both locations and are priced by how long the growth is. In Lakewood, a 4 week retie is $160, a 6 to 8 week retie is $180 and a 9 to 10 week retie is $200, with shampoo adding $15. Sacramento retie pricing runs $200 for 4 to 8 weeks, $250 for 8 to 10 weeks and $300 for 11 or more weeks, and includes shampoo. Clients are encouraged to book the next retie at the time of the current visit.

Other services include K-Tips silk press maintenance for $150, silk press with a style cut for $150, and a highlift and tone combined with silk press and haircut for $275. Kerafena smoothing starts at $350 for shoulder length and above and $400 below shoulder or bra strap length, with density adding $25, and first-time clients must book a consultation first. Relaxer with style and cut costs $175, and color services start at $125, with a phone consultation needed for color before a lock install. Clients moving from another stylist must book a transfer first appointment, which costs $200 for three hours with a $50 non-refundable deposit, plus $80 for each hour after three, up to four hours. Appointments are for the booked client only, clients can send a photo and length for a quote, quoted prices are starting prices, and the salon accepts cash, Zelle and PayPal.
