Chloe owns The Brow Effects, a permanent makeup business that works inside Blissful Beauty, and works as a tattoo artist and brow specialist there. She has 14 years of retail management and customer service experience. Her permanent makeup training came from years of one-on-one lessons with a professional permanent makeup artist, and she holds a permanent makeup license in Connecticut. She offers microblading ($600, with one free touch-up), microshading ($675), combo brows ($700) and lip blushing ($600), each with one free touch-up. Existing clients can book a refresh at 3, 6, 9 or 12 months after the first touch-up, priced from $175 to $400. Appointments are booked by phone, text or email, and a free consultation is available the same way.
