Celia Doby is the owner and curly hair expert at Practically Frivolous in St. Petersburg, Florida. She is a Ouidad Certified Curly Hair Specialist.

She holds a cosmetology license from Loraine's Academy and has continued her education at Orlando Premiere. Her cutting training includes precision work under Toni and Guy, dry hair cutting techniques from John Sahag, and design styling with Martin Parsons. She also trained in Italy with Kemon Color on fashion-forward techniques and is proficient in Kemon Color work. Her smoothing certifications cover both Cezanne and QiQi treatments, and she is certified in Aque tape-in extensions and Slice Strand extensions. She is also Mizani aircut certified.
